Metro Manila (CNN Philippines, August 25) — The Department of Budget and Management has released over ₱300 million in funds for the special risk allowance of some health workers, latest agency documents show.
The ₱311.79 million covered by DBM’s Special Allotment Release Order will now be downloaded to hospitals, Health Secretary Franscisco Duque III said Wednesday during the Senate Blue Ribbon Committee hearing into state auditors’ findings of deficiencies in the DOH’s budget utilization.
According to the DBM website, this will be for the SRA of public and private health workers.
The DOH earlier said medical frontliners directly handling COVID-19 patients are entitled to special risk allowance, but numerous health workers have lamented not receiving a single peso despite attending to infected individuals.
Senators earlier called for a “liberal” interpretation of the SRA provision to cover all health workers in hospitals given the wrath of the COVID-19 pandemic, but Duque said in Wednesday’s hearing that the DOH executive committee believes it would be best if there’s a law that would allow this.
