Iloilo Representative Janette Garin said the P300 fee for the issuance of yellow card or International Certificate of Vaccination and Prophylaxis (ICVP) should be waived.
“Baka puwedeng i-waive na muna ‘yung P300. Congress should lobby for that. We owe it to our OFWs (overseas Filipino workers),” Garin, a former Health chief, said during a congressional inquiry.

Her call was supported by Representatives Wes Gatchalian and Ciriaco Gato.
The yellow card is a document issued by the Bureau of Quarantine, indicating the vaccines taken by an individual which he/she can present to his/her country of destination.
It has already been recognized by all the 196 signatory-countries of the World Health Organization.
BOQ Director Roberto Salvador had appealed to the public to secure yellow cards only if they have a confirmed flight.
